What is digital accessibility?
Digital accessibility refers to a set of rules and best practices covering functional, graphical, technical, and editorial aspects.
Following these rules and best practices ensures that digital media (websites, mobile apps, PDF documents, etc.) are accessible to people with disabilities.
An accessible site allows users to, for example:
- Customize the display via the operating system and/or browser (increase or decrease font size, change typography, modify colors, stop animations, etc.).
- Navigate using assistive technologies such as screen readers or braille displays.
- Navigate without using a mouse, using only the keyboard, switches, or a touchscreen.
- Access videos and audio content with subtitles and/or transcriptions.
- And more.
Digital Accessibility Commitments
The Culture Department of the Eurometropolis of Strasbourg is committed to making its websites (internet, intranet, and extranet), mobile applications, software, and digital urban furniture accessible in accordance with Article 47 of Law No. 2005-102 of February 11, 2005.
Partial compliance statement with the RGAA
This declaration applies to the Culture site of the Eurometropolis of Strasbourg.
Compliance status
This website is partially compliant with the RGAA (General Accessibility Improvement Framework) – version 4.1.2, due to the non-conformities listed below.
Test results
The compliance audit with RGAA version 4.1.2, carried out in October 2025 by the company Ideance, reveals that within the sample:
- The overall compliance rate is 50.7%.
This rate is obtained by dividing the number of compliant criteria by the number of applicable criteria. - The average compliance rate is 63%.
This rate is obtained by calculating the average of the compliance rates for each page.

- 4.1 – Some videos lack a text transcript or audio description.

- 7.1 – Some scripts are not compatible with assistive technologies.
- 7.2 – Some script alternatives are not relevant.
- 7.3 – Some scripts cannot be controlled via keyboard or any pointing device.
- 7.5 – Some status messages are not correctly conveyed by assistive technologies.
- 8.6 – Some page titles are not relevant.
- 8.9 – Some tags are used solely for presentation purposes.
- 9.1 – Some information is not structured using appropriate headings.
- 9.2 – Page structures are inconsistent.
- 9.3 – Some lists are not properly structured.
- 10.5 – CSS declarations for background and font colors are not used correctly.
- 10.7 – Focus on interactive elements is not visible.
- 10.8 – Hidden content is not meant to be ignored by assistive technologies.
- 10.10 – Information is conveyed solely by shape, size, or position in an irrelevant way.
- 10.11 – Some content cannot be displayed without horizontal scrolling in a 320px-wide window.
- 10.12 – Text spacing properties cannot be adjusted without loss of content or functionality.
- 10.13 – Additional content appearing on focus or hover over an interface component is not controllable.
- 10.14 – Additional content displayed only via CSS styles cannot be made visible using keyboard or any pointing device.
- 11.2 – Some form field labels are not relevant.
- 11.4 – Labels and their associated form fields are not adjacent.
- 11.5 – Fields of the same type are not grouped.
- 11.6 – Groups of fields of the same type do not have a legend.
- 11.10 – Input controls are not used appropriately.
- 12.6 – Grouped content areas present on multiple pages (header, main navigation, main content, footer, and search engine) cannot be accessed or bypassed.
- 12.8 – The tab order is not consistent.
- 13.3 – Downloadable office documents do not have accessible versions.
- 13.10 – Features usable or available through complex gestures are not also available through simple gestures.
Additional remarks
Validity of the generated source code
The generated source code of the site’s pages is not fully valid according to the specified document type.
However, for the reasons explained below, RGAA criterion 8.2, which relates to this point, has been marked as compliant.
Officially, WCAG criterion 4.1.1, which corresponds to RGAA criterion 8.2, has been removed from WCAG 2.2 and should be considered as always satisfied under WCAG 2.1 and the European standard EN 301 549.
In practice, this criterion no longer provides any accessibility benefit for persons with disabilities. Any potential accessibility issues resulting from invalid source code are already covered by other RGAA criteria.
Third-party elements not audited
- Cookie manager
The third-party cookie manager "Tarteaucitron" was not subject to a full and detailed audit.
However, it was verified that its presence does not prevent the use or navigation of the rest of the site. - Video player
The "YouTube" video player was not subject to a full and detailed audit.
However, it was verified that it can be used properly with various assistive technologies. - Spam protection module
A spam protection manager, "Friendly Captcha", was detected in the site’s forms.
Its presence did not prevent form validation during our tests.

This declaration was established on 10/08/2025.
